According to Zuidervaart, the arts are Vital to civil society for both political and economic reasons. As regard to the economic reasons: arts organizations in the civic sector promote significant alternatives to the capitalist market-place. Moreover Contemporary arts need government regulations that protect the public sphere to which the arts contribute. They also need government funding that strengthens the social economy of the civic sector in which they participate. As elements and agents of civil society, the arts merit and require government support.
